Assessing Official Comments:
QUALITY: Contractor did everything that Government officials requested/demanded. We could not have asked for better quality.
SCHEDULE: This contract could have gone down and ended in termination because of the amount of government delays. Contractor is so excellent to work with. He just continued to work with the government and rearrange his work schedule.
COST CONTROL: Despite all the government delays, the contractor did not request additional funding for extended overhead. He understands how cumbersome the government systems can be, and works with us.
ADDITIONAL/OTHER: JJ Leon is one of the best contractors I have ever worked with in my 15 years with NAVFAC. enjoy all my projects with this contractor and highly recommend using this company in the future.
RECOMMENDATION: Given what I know today about the contractor's ability to perform in accordance with this contract or order's most significant requirements, I would recommend them for similar requirements in the future.

QUALITY: NAS Lemoorewas professional in every aspect of this project. As with any design/build project, there are many pivotal points that can alter the course of a highly technical project such as this was. Thankfully, Public Works, Navy Engineering, and Contract Administration at NAS Lemoore and NAVFAC were very responsive and kept the overall goal in sight and everyone on track. The team at NAS Lemoore was very cost conscious and effective in meeting the budgetary constraints of the end user while assuring a final outcome that is of greatest benefit to the mission at the air station. We appreciate the opportunity to work with this team of professionals.
SCHEDULE: As a result of the NAS Lemoore team's diligence, this project was steered through some difficult obstacles. These obstacles may occur with any project of this magnitude but, the team's action and reaction determines the final outcome. Thanks to NAS Lemoore and NAVFAC Southwest for a professional job.
COST CONTROL: NAS Lemoore was very effective at maintaining original design requirements and meeting or, in our opinion, often exceeding project parameters. As a result, the mission of NAS Lemoore was strengthened with the completion of this project.
ADDITIONAL/OTHER: We are very proud to have been a part of the team that completed this vital project at NAS Lemoore. Because of the cooperation between NAS Lemoore professionals, NAVFAC Southwest professionals, and JJ Leon Construction professionals, the infrastructure at NAS Lemoore has added a degree of reliability for decades to come.
